The Graduate! Report, in a major departure from standing practice, recommended an innovative approach to local talent development.The new approach drew from another interesting finding from “The Challenge to Compete” which revealed that there were a significant number of adults in the region who had begun college, but for one reason or another, dropped out. Getting these adults to finish their degrees would require less time and a smaller financial investment than working with younger populations or other adult geared workforce development programs. Such a strategy would also provide immediate gains to both program participants and their employers.
